Minutes of the special meeting of the Board of Directors of the Skokie
Public Library held Wednesday, October 28, 1964, in the Conference Room
of the Library.
Members present: Conroy V. Erickson, Mrs. W. C. Griffin, L. O. Green,
Mrs. Daniel Petty, Louis Weingart, and Miss Mary Radmacher, Librarian.
The President, L. 0. Green, called the meeting to order and stated the
purpose of the special meeting was to approve resolutions for petitioning the
Village for a bond is sue referendum for the erection of a branch and expansion of
the present library; also a petition for a referendum to raise the tax levy from
• 12 percent to • 20 percent.
The following resolution was read:
WHEREAS, the Board of Library Directors of the Village of
Skokie, Illinois, has reviewed the financial status of the Library Fund
and believes it is necessary for an efficient and proper operation of
the Library to increase the tax rate pursuant to the statute in such
case made and provided, from a maximum tax rate as extended at
present of. 12 d/o to. 20 ofo on the full, fair, cash value of taxable
property as· equalized or assessed by the Department of Revenue,
and that a Referendum be called for such purpose;
NOW THEREFORE, the Board of Library Directors of the
Village of Skokie, Illinois, does hereby authorize and request the
President and the Board of Trustees of the Village of Skokie,. Illinois,
to call a Special Election for the purpose of increasing the tax rate
for the Library Fund from. 12 o1o to • 20 o1o on the full, fair, cash
value of taxable property as equalized or assessed by the Department
of Revenue, against which taxes· are to be extended, and that such
election be held on February 26, 1965 and that the cost of such election
incurred in providing polling places and judges of election, publication
of legal notice and printing of ballots and such other election supplies
as may be required, be paid by this Board of Library Directors out of
the General Fund of the Library Fund.
Thereupon, Member Erickson moved and Member Griffin seconded the
adoption of the resolution as read.
Upon roll call the vote was as follows: Ayes: Erickson, Green, Griffin,
Petty, Weingart.
Nays: None.
Thereupon the President declared the resolution adopted.
�Following discussion of the cost figures for expansion of the present library,
erection of a branch, and election costs, the following resolution was read.
"WHEREAS, The Skokie Public Library, Cook County, Illinois,
is duly organized under an Act entitled "An Act To Authorize Cities,
Villages, Incorporated Towns and Townships To Establish And
Maintain Free Public Libraries And Reading Rooms'' approved March 17,
1872 as amended, and now operating under "An Act to add Division 48. 1
to Article 11 of the 1Illinois Municipal Code 1 approved May 29, 1961,
as amended"; and
WHEREAS, the Board of Library Directors of the Village of
Skokie has heretofore and does now hereby find and determine that it
is in the best interest of the inhabitants of said Village that an addition
be erected to the present Library Building on the site now owned by
said Board of Library Directors and that necessary equipment and
furnishings for such addition be purchased and installed therein, and
that property within this Village be purchased to serve as a Branch
Library site and that there be erected on such site a building to be used
as a Branch Library and that necessary equipment and furnishings for
such Branch Library Building be purchased and installed therein; and
WHEREAS, this Board of Library Directors has heretofore
estimated the total cost of the purchase of a site for the Branch
Library Building, and this Board of Library Directors has heretofore caused to be prepared a plan for the addition to the present Library
Building to be used as an additional Library and the ~quipment necessary
to be purchased and installed in such Library Building, and has heretofore
caused to be prepared a plan for the erection of a building to be used as a
Branch Library and the equipment necessary to be purchased and installed
in such Branch Library Building, all as above referred to, and the
estimated cost thereof;
NOW~· THEREFORE~' BE IT .RESOLVED by the Board of Library
Directors of the Village of Skokie, Cook County, Illinois, as'.:f..ollows:
SECTION 1: That it is for the best interests of the inhabi- .
tants of the Village of Skokie that there be erected an addition to the
present Library Building on the site now owned by said Board. of Library
Directors to be used as a Library, and that necess@:ry equipment and
furnishings for such additional Library Building be purchased and
installed therein.
SECTION 2: That the plans for the erection of said addition
to the present Library Building and the purchase and furnishing of
necessary equipment for such additional building, which said plans
are incorporated herein by reference as though set forth herein in
full, be approved.
SECTION 3: That the estimate of the cost of building the addition to include the cost of equipping of such addition is as follows:

SECTION 5: That the plans for the erection of said building
to be used as a Branch Library and the purchase and furnishing of
necessary equipment for such building and the purchase of a
Library site, which plans are incorporated herein by reference as
though set forth herein· in full, be approved.
SECTION 6: That the estimate of the cost of the building to
he used as a Branch Library, the cost of purchasing a Library
site, and the cost of purchasing and furnishing all necessary
equipment for such Branch Library Building,· are as follows:

SECTION 7: That the collection of the aggregate of the cost
of the erection of an addition to the present Library Building
and the purchase of necessary equipment for said additional Building and the cost of the purchase of an additional Library site, the
erection thereon of a building to be used as a Branch Library and
the purchase of necessary equipment for said Library Building, as
hereinabove referred to and described, be spread over a period of
years.
SECTION 8: That a copy of these proceedings, resolu,tion,
records, plans, and estimate of costs hereinable referred to
be transmitted to the President and Board of Trustees of the Village
for ·its approval by said President and Board of Trustees of the
Village of Skokie.
SECTION 9: That this resolution shall be in full force and
effect immediately upon its passage.
Thereupon, Member Erickson moved and Member Petty seconded the
adoption of the resolution as read.
On roll call the vote was as follows: Ayes: Erickson, Green, Griffin,
Petty, Weingart.
Nays: None.

�Thereupon, the President declared the. resolution adopted.
At this time the Chair requested the permission of the Board to appoint
the following chairmen and committees.
Member Weingart, chairman of the
Legislative or Liaison Committee for the handling of these resolutions with the
Village Board; Member Erickson as Chairman of the Committee on the Brochure;
and Rabbi Weiner Chairman of the Community Relations Committee with Members
Petty and Griffin to assist.
Chairmen Erickson and Weingart were instructed to
select their oW!l committee.
Meeting adjourned at 8:35 on motion by Member Griffin seconded by
Member Erickson.·
