Minutes of the regular meeting of the Board of Directors of the
Skokie Public Library held August 14, 1978 at 7:30 P.M. at the Library.
Members present:
Rabbi Karl Weiner, President, Diana Hunter,
Shirley Merritt, John Wozniak, Walter Flintrup and Norma Zatz, and Mary
Radmacher, Chief Librarian.
The meeting was called to order at 7:40 P.M. by President Weiner
with a quorum present.
Minutes of the meeting held on July 12, 1978 were approved and
accepted on motion of Mrs. Hunter and seconded by Dr. Wozniak.
Motion
carried.
Motion by Mrs. Zatz, seconded by Mrs. Hunter, which, on roll call
vote, carried unanimously.
MOTION:
That the financial statements for the
General Operating Fund, Reserve Fund
for the Purchase of Sites and Buildings
and the Library Construction Fund for
the month of July, 1978 be accepted and
the lists of bills for the General Operating Fund in the amounts of $22,746.44
and $3,784.37 be approved for payment.
It was noted in the Circulation Reports for the month of July, 1978
that for the first time there was an increase in circulation.
Circulation
Report was ordered to be placed on file.
Patricia Ann Larson, a University of Illinois Chicago Circle Campus
accounting student, will be working full time at the Library until Labor Day,
and then will be working half time as the Library bookkeeper.
Ted Yi,
currently doing the bookkeeping, said the bookkeeping could be handled as a
half-time job.
There is a half-time position for someone to handle and keep
an accurate account of library and janitorial supplies and equipment.

records need up-dating.
Rabbi Weiner commented that the Board had decided to visit the various
deparbnents, but in view of the change of the date of the Board Meeting this
program will commence in September.
Walter Flintrup was congratulated on his re-election as President of
the North Suburban Library System Board of Directors.
Mrs. Hunter stated that she was called on by the Chamber of Commerce
Welcome Lady as a new resident of Skokie.
Although she has lived in Skokie
for 20 years, she decided to hear what information new residents are given.
In mentioning the advantages of living in Skokie, the Welcome Lady stressed
the Skokie Park District and offered a folder listing their activities, but
said nothing about the Skokie Public Library.
Mrs. Hunter also received a
letter in the mail from the Skokie Park District as a new resident welcoming
her and her family to Skokie and urging the use.of the parks and activities,
and signed by the Secretary of Communications.
It was suggested that the
Library supply the Welcome Lady with material about the Library and initiate
a policy of sending letters to new residents.
Statistics show that there is
a large turnover of residents in the 10th District, and new residents should
be apprised of our services.
Miss Radmacher stated that for several years a
welcome brochure and adult and juvenile application cards have been sent to the
Welcome Wagon Lady for distribution in a plastic book bag.
She agreed that
letters to new residents, listing the Library programs would be advantageous.
It is presumeithat lists of new residents are obtained from the Water Department of the Village of Skokie.
Mrs. Hunter made the following motion, which was seconded by Mr.
Wozniak, and on roll call, carried unanimously:

That the Skokie Public Library initiate
a Welcome Letter to new residents of the
Village of Skokie informing them of our
location and various programs.
Mr. Flintrup reported on the North Suburban Library System and the
results of the election of officers.

Mr. Batdorf of Des Plaines discussed
$30,000 funding will be returned to CAP.
It was proposed
that Mr. McClarren make a decision about where the $30,000 will be obtainable,
and present it to the Board.
Since then, the Governor has enacted a new
program and given an additional $80,000-$90,000 as an enrichment grant.
There
should be no financial problems, and CAP will be reinstated.
Miss Radmacher reported that an overdue letter was sent to delinquent
patrons for materials not returned to the Library.
As indicated in the statis-
tics on the results of the letters, quite a good response was received.

response to our letter that unless the material was returned, he would be
prosecuted.

Counsel of the Village of Skokie suggested that
if there was no reply by a certain date, he would suggest making a test case
of this.
A complaint will be signed and the defendant will be arrested.

Flintrup stated that there is a plan to have legislation enacted with reference to cases like this.

A conflicting date of the October 11 Board Meeting with the Yorn
Kippur holiday will be discussed at the September meeting.
Miss Radmacher reported that the broken window has still not been
replaced.
The E. J. McCormick Associates {roof.'consultants) sent a man to
examine the roof problem.
He claimed that the metal coping between the two
buildings is insufficient; that the cement which bonds the metal coping to

join the buildings is all right on one side, but is not holding on the other
side.
It should be removed, cleaned thoroughly, and a new expansion roof
installed.

A quotation in the sum of $764 was received from Thailand Teakwood
Importers, Inc. to repair the damaged teakwood flooring.
Mrs . Hunter announced that a luncheon is being planned on Wednesday,
August 23 , 1978 for business men in the community , as wel l as representatives
from the Arts Council , the press , etc. , in order to raise funds for the
sculpture to be erected on the Village Green .

interest in donating funds for the scul pture to be dedicated to
his father , Armond Ki ng.
To date the Library has received the award of a
grant of $3,000 from the Illinois Arts Council but must raise $4,000 for
sculpture.
Some business men have pledged monies.
Copies of the article by Rabbi Karl Weiner in the Cleveland Plain
Dealer of June 25, 1978 were distributed and discussed.
To coincide with the planned Farmers Market to be initiated in Skokie ,
there will be a Food Preservation Demonstration on August 30, 1978 at 7:30 P.M.
by the University of Illinois College of Agriculture Cooperative Extension
Service.
Unfortunate ly, the Farmers M
arket will not b e held in Skokie this
year , but the food preservation program will be given.
On motion of Mrs. Hunter, seconded by Mr. Wozniak , the meeting was
