The regular meeting of the Skokie Public Library Board of Directors
was held September 9, 1964 at 7:30 p.m •.

Members present: Conroy V. Erickson, ly.[rs. W. C. Griffin, L. ·O. Green,
Mrs. Daniel Petty, Louis Weingart and Miss Mary Radmacher, Libra~ian.
Also present: James W. Hammond, architect, Mrs. Florence Eick, and
Mrs. $arasin, observers from the League of Women Voters, and Mrs. M. Sarver,
secretary.
The President, L. O. Green, presided.
Minutes of the previous meeting were approved on motion by Mr. Louis
Weingart and seconded by Mrs. W. C. Griffin.
Motion:
That the minutes of the meeting held August 12, 1964
be approved as mailed.·
All members voted affirmatively.
Motion by Mrs. Griffin seconded by Mrs. Daniel Petty.
Motion:
That the financial reports for the Operating Budget,
Reserve for the Purchase of Sites and Buildings
and the Library Construction Fund, as_ submitted,
be approved.
·All members voted affirmatively.
Motion by Mrs. Petty seconded by Mr. Weingart.
Motion:
That the list of bills in the amount of four thousand
two hundred thirty-six dollars and fifty cents
{$4, 236;50) be approved for payment.
All members voted affirmatively.
The Circulation Report for the month of August was accepted by the
Board and the President ordered that it be placed on file.
A gift to the Library from the Art Guild of a water color was displayed
and after discussion it was unanimously agreed that it should hang in the Lecture
Room.
Recommendation was made by Mr. Weingart that a letter be sent to the
Art Guild notifying them that the Board is honored to accept the water color.

�In compliance with the prior action of the Board that insurance specifications to cover the Library needs be written so all local agents and others who
wish to bid could, the President referred to the Librarian for information she had
gathered. . Mr. . Richard Kaegi, Assistant Village Manager, was recomm~nded to
Miss Radmacher by Mr. Bernard Marsh as capable of outlining the requirements
and specifications.
He was contacted by her and has promised to advise the
Library of his suggestions within a week.
The Board expressed the desire to have
all insurance men in the community given the opportunity to quote on the policy
and insofar as possible award the business to a local man unless the price is
prohibitive.
On motion by Mr. Erickson, seconded by Mr. Weingart, the following
resolution was adopted.
WHEREAS, it appears that metal library shelves may
have been purchased by the State of Illinois and by
Illinois political subdivisions and public agencies 9
directly or indirectly from manufacturers , at fixed and
excessive prices resulting from an illegal conspiracy
in restraint of interstate commerce or otherwise in

violation of federal an;tiitrust laws; and
WHEREAS, the Attorney General of the State of Illinois,
acting in his official capacity to protect and further
the interests of the State, its political subdivisions and
public agencies, has agreed to institute appropriate legal
proceedings and to otherwise act as the legal representative
of such political subdivisions and public agencies in
connection with the recovery of damages which may have
resulted from such illegal antitrust conspiracy, entirely
without cost or expense to the undersigned public agency,
such costs, expenses and fees to be provided from
appropriations to the Attorney GeneraPs office or from
recoveries secured or settlements made in said legal
proceedings.
NOW, THEREFORE~:~ BE IT RESOLVED: That William G. Clark,
·
Attorney General of the State of Illinois, is hereby
authorized to take any and all legal actions, institute
such legal proceedings and effect such settlements the~eof
as he may deem appropriate to recover for the :indersig°:ed
public agency such damages as may have been mc:irred in
purchases of metal library shelves, th~ cost of which was
affected by violations of the federal antitrust laws.
All members present voted affirmatively.

�Copies of two booklists and the list of recent acquisitio ns for August
were given to each Board member.
The Presiden t requested that a resolutio n be passed on and adopted giving
authority to the Presiden t, Secretar y or Libraria n to open the safety deposit box •.
Favorabl e comment s received about the record collectio n and the excellence of.the ch<lice:of ~ecordings were reported by members of the Board.
Announc ement was made of the Illinois Library Associat ion annual meeting
October 22 - 24, 1964 in the LaSalle Hotel, Chicago, and Board members were
urged to attend.
The Presiden t informed the Board he had discusse d with Mr. W. Scott
McDowel l the building program plans and the resolutio n to be presente d to the
Village Trustees at the special board meeting to be held at 7:30 p. m. Monday,
Septemb er 14.
Architec t James W. Hammon d was asked to present his cost estimate
figures.
The cost figures based on the prelimin ary plans, as submitted , are:
For expansion of central library $917, 000 and for the North Branch $680, 100 9
or a total of $1, 597, 100.
The Bond Issue figure, including property for the
North Branch and $34, 100 for estimated costs of election would be $1, 775, 000.
The bond issue referendu m was discusse d and the advisabil ity of including
the request for increase of the tax levy for operation expenses .
It was the decision
of the Board that it should all be packaged together.
The Presiden t announce d no oJficial action about passing a resolutio n for
a bond issue referendu m will be taken until after the meeting with the Board of
Trustees of the Village Monday evening., Septemb er 14.
The Presiden t requested the Secretar y to send a letter of congratu lations
to Rabbi ·weiner for having been awarded an Honorary Degree of Doctor of
Divinity by Hebrew Union College of Cincinna ti.
�The Board concurred on Mr. Weingart 3 s suggestion that action on the
proposal from IBM be postponed until the plans for the expansion and the new
branch are concluded.
The meeting adjourned at 8:30 p. m. on motion by
seconded by Mr. Erickson.
