Minutes of the regular meeting of the Board of Directors of the Skokie 1
Public Library, which meeting had been postponed_ from O:ctober 11, held
October 19 in the Conference Room of the Skokie Public Library at 7:30 p. m.
Members present: Mrs. W. C. Griffin, Howard Hummer, Donald Kraft,
Mrs.
Dani~l
Petty and Rabbi Karl Weiner, Miss Mary Radmacher, Librarian.
Also present: Mrs. Milton Estes, observer for the League of Women
Voters and Dr. Guy Garrison, Director, Library Research Center, University
of Illinois.
Minutes of the previous meeting held September 13, 1967 were approved
as read.
Motion by Mrs. Daniel Petty, seconded by Mrs. W. C. Griffin.
Motion:
That the lists of bills in the amounts of eight thousand
eight hundred thirty-two dollars and sixteen cents .
($8, 832. 16) and four hundred twenty-four dollars and
six cents ($424. 06) be approved for payment.
All ayes.
Financial statements for the General Operating Budget and Reserve Fund
for the Purchase of Sites and Buildings for the month of September, 1967 were
approved and accepted as submitted.
Circulation Report for the month of September, 1967 was approved and
ordered to be placed on file.
The Librarian reported that a gift of ten dollars had been given to the
Library by the Civic Woman 1 s Club in memory of Arien 0 1 Connell.

The Librarian reported on personnel appointments and resignations.
The Librarian called the Board 1 s attention to the exhibit of paintings by
Mrs. Maxine Weisman of the Skokie Art Guild on exhibit in the Lecture Room '
from October 1 to 31.
The Readers 1 Circle of Loyola University will present Norman Corwin 1 s

Vvorld of Carl Sandburg in the Library Lecture Room October 26, 1967 at
8: 15 p. m. and the Librarian urged the Board members to attend this fine program.
Copies of the reading list for the Book Discussion programs lead by the
Skokie Public Library staff and sponsored jointly by the Library and the Skokie
Park District were distributed to the members.
These discussion programs are
held in the Laramie Center.
The Librarian distributed copies of a letter received from Mr. Roland Moore
requesting information on the time and place of the Skokie Public Library Board
of Directors meetings and her reply to the letter.
She also informed the Board
that the meeting time is posted on the bulletin board in Adult Services Departmen t.
An invitation for the Board members to attend the first meeting of the Skokie
Youth Welfare Commissio n was read by the Librarian.
The meeting will be held
at the Leaving Tower YMCA building in Lincolnwoo d, October 31 at 12:00 noon.
The· Librarian reported on the Four State Conference held in Milwaukee
October 11-14, 1967.
At the Conference the Trustee Citation Award was given
to Mr. Leo Heffington of Mt. Vernon, Illinois and the Librarian Citation Award
Recipient was Miss Camille J. Radmacher .
A letter of congratulat ions was sent
to Mr. Heffington by Miss Mary Radmacher on behalf of the Skokie Public
Library Board.
A copy of the Administra tive Bulletin dated September 29, 1967 from the
Illinois State was distributed to each Board member.
The Librarian reported that Mr. Scott McDowell had stated that Mr. Gilbert
Gordon had advised him that he was
wr~ting
an ordinance to be presented to the
Village Trustees Monday night for deeding 124+ feet to the east of the present
building to the Library.
Rabbi Weiner stated that he and Mayor Smith had decided a joint meeting
of the two Boards should be held soon to establish an understand ing and know
where we are going.
A suggested time was November 7 or possibly October 31.
�- 3 At Rabbi Weiner 1 s suggestion the decision of the date was left to Mayor Smith.
The Librarian reported she had attended a meeting of the Librarian
Advisory Council of the North Suburban Library System, held at the System
Center, 5814 Dempster Street in Morton Grove.
A presentation will be made
to the System Board suggesting the use of the Evanston Public Library as a

A report from Circulation Department on the use of the Book Drop, open ,
24 hours each day, for the period of September 14 to October 14, 1967 was read
and discussed.
The Administrator , Miss Radmacher, was asked to leave the
book drop open according to her jurisdiction.
Dr. Guy Garrison gave a progress report on the library survey.
He
mentioned specifically those persons he had interviewed and stated all of them
were vitally concerned with the library service and all very much interested,.
Further interviews will be held before he submits his summation and
recommendatio ns.
The Librarian reported a petition had been received for a permanent
year-round bookmobile stop to be installed at Frontage Road-Old Orchard
and recommended this location be added as a permanent stop.
Mr. Hummer
made the following motion which Mrs. Petty seconded.
Motion:
To install a permanent bookmobile stop on
Frontage Road, north of Old Orchard and east
of Skokie Boulevard from this Library.
All ayes.
Permission has been given to the Library from the First National Bank
of Skokie to hang a sepia picture of the Library on the walls of the bank.
The
Librarian was instructed to investigate the cost of such a print and report
it to the Board.
Mr. L. 0. Green 1 s suggestion of using buses at certain areas to bring

patrons to the Library was discussed.
Mrs. Petty and seconded by Mrs.
Motion:
The following motion was made by

That the Library does not consider using bus
service t.o bring patrons to the Library.
All ayes.
On recommendation by Mr. Hummer discussion of his Report on Public
Relations was deferred to the last item on the agenda and, if time did not permit,
it be postponed until a later meeting.
President Weiner and Mr. Hummer reported on the plans for the presentation of the piece of sculpture by Emmett Corley and explained that the conclusion
was reached not to hold this event at the scheduled time of the regular October
board meeting.
The date of December 3 was set for the ceremony to present
the sculpture to the Library.
The program is planned to include a prominent
speaker to be present, along with the Mayor, and to invite people from local
organizations.

Governor Kerner was the choice of speaker but he is out of the

Because of the urgency of getting this done, a
waiting period of one week will be held and if there is no answer from the
Governor a substitute will be secured.
Participation of the Skokie Symphony to
have a quartet for the opening and closing numbers and possibly the Theatre
Gro'up give a brief reading is planned.
Arrangements for an exhibition in the
Lecture Room which could be a group showing or a display of a few other
pieces of the artist will be taken care of by Miss Radmacher.
The following
motion was made by Mr. Hummer seconded by Mrs. Griffin.
Motion:
All ayes.
That December 3, 1967 be approved as the date to
hold the presentation ceremonies of the sculpture
by Emmett Corley to the Library,. starting at 2 p. m.
in the Skokie Public Library and to include a group
of people yet to be decided.

The meeting adjourned at 9:45 p. m. on motion by Mr. Kraft and
seconded by Mrs. Griffin.
